Feathering would be engaging the clutch just enough to allow the splined coupler to line up with the splines on the drive shaft. With transmission PTO, when the clutch is disengaged, nothing aft of the pressure plate is turning. Therefore, if you could shift the trans without grinding, the PTo should shift, too. There would be no grinding when the PTO lever is shifted. That is why I think you have a non-functional 2 stage clutch in there; perhaps with the wrong rod from the pedal to the cross-shaft. Especially after verifying it is an 8 speed (not that all 8 speeds had live PTO).
