Some batteries seem to stay damp on top all the time. if it is acid, needs neutralizing. Also you should always charge a battery to the full specific gravity BEFORE filling it to at least 1/2 inch space from the bottom of filler hole. If filled before charging it will be overfull and possibly run out the top of the case. Also, the ideal water level may differ slightly on some batteries, and thermal expansion can cause some seepage of electrolyte. Some times the voltage regulator may be allowing overcharge when running and boil fluid out of battery,and collect in the caps and later drain onto case. Acid will soon eat all metal it touches.
