Battery problem

I have an Allis model C at my cabin in Pa. I go down there about once a month and there is always water (battery acid) on top of the battery, around the filler caps. I've tried disconnecting the cables, leaving the caps loose, tightening the caps, discharging the battery part way, charging it fully, still get the same results. Put this battery in last spring and it did this from the start. Anyone have any ideas?
