Strange that this discussion got as many responses as it did. The answer would seem pretty simple, would the $25 Million not go to the informant(s) who put the forces onto the whereabouts of the culprit? I mean that was the deal wasn't it. It's been established (if you believe the media) that there was somebody (or a group of somebody's) who told of his hideout location so he (they) would receive the money. Unless of course old George changes his promise and surely that would never happen would it? He's never told a lie in his life.
