My 70 used to do the same thing after it was rebuilt from a fire (leaky gas cap without an anti splash tube in the tank).

Not sure what was done at the time to correct it, I was only 15 at the time and wasn't around for the repair.

I have talked to a few others knowledgable on the subject as it now turns hard one way easy the other.

What I have been told, and can stand to be correct, is the spool isn't centered. What I do know to attempt or at least start the process (what we did with the mechanic anyway) is jack up the front end so there is no load on the steering and loosen the housing where the steer shaft comes into. Lightly tap back and forth till the unit self centers itself. If it is off (going from memory here) it will self turn one direction or the other.

I have also been told of a bushing that might be out for the hard steering part, but I don't have a service manual outlining the R & R.
