4010 power steering

I have a 1961 John Deere 4010D. The power steering does not seem to be working well. It takes alot of effort to turn the steering wheel to the left and quite a bit to turn it back to the right, but not as much as to the left. It gets some what easier after it warms up but never works like it should. The steering motor underneath the fuel tank area has a leaky seal and I have changed the hydraulic oil and filters twice having found water in the system and I'm going to have to do it again. Any Ideas? Thanks.
