The fitting in the carb on some IH carbs have a screen on the fitting which sets inside the carb. I worked aon a 424 which had the same problem. This screen was plugged. The lucky thing was I found the screen by accident when this fitting looked loose and I removed it to put on some teflon tape to thighten it up.
