on older tractors, the hydraulic pump is in the back of the transmission area. if you push in on the motor clutch, you stop moving, and the pto stops turning, and the hydraulics stop working.
live hydraulics have the pump forward of the motor clutch so you have hydraulic power anytime the motro is running. dont care if it is in gear, or moving, or what.
