The way the starter works is when it engages the top or drive pushes away from the engine so over time the upper bushing wears and allows the internal parts to lock against each other. The upper part of the starter is $50-60 and the bushing if you get somebody to order is $20-25. Had a machine shop put one in for $15. The other thing is you need to put juice right to the starter with your power source and see what it does, the cable at the starter might be loose or corroded.
