Float may be stuck or goober in the needle valve. Lastly the float may have a hole in it and it is too heavy to shut the needle. Take carb off, disassemble and soak in carb cleaner. Clean internal passages with very fine wire and compressed air. Sometimes you can get away with reusing the gaskets, and sometimes they tear coming apart.
