rust

I was recently given a F-350. The person that had it before me used one of the one-step rust removal products on the frame and did not primer it afterwards. Now it has lots of surface rust with no pitting evident. I pulled the motor and want to paint the frame before winter and the cold sets in. (I bathed the rusted parts in WD-40 and used motor oil)
Would reapplying the one-step rust removal (after wire brushing) then cover with a etching primer be a good plan of attack? What should I put over the primer? I don't have any painting equipment (paint gun etc..) Thanks
