That is normal if you have a battery ignition distributor. It is caused by the centrifugal advance weights in the distributor.
The timing marks on those early tractors are usually for when the piston is at top-dead-center, or zero advance. That is where the impulse coupling on a magneto is supposed to trip, or in your case when the points open in the battery ignition distributor when the enigne is not running or cranking slow by hand. When the enigne runs and speeds up the spark is automaticaly advanced to normal running timing. Running timing is fixed advance with a magneto, varialbe with a distributor.
