Can you turn the engine over by hand without using the starter? sounds to me like either the engine is locked up or something is binding on the starter preventing it form turning the engine over. with everything else disconnected you should be able to jump directly to the hot post on your starter and get it to turn over, have the other jumper grounded to the mowers engine. That bypasses the solenoid and all other safety switches
