JD 140 won't start

I am reposting my problem from a few weeks ago. HELP!!! I cannot get the starter to engage on my 140. I got the service manual and went over all connections, checked the ignition, and cleaned all connections. I tested the solenoid out of the tractor and when engaged, it closes the circuit across the big terminals (solenoid also works fine without the starter wire hooked up). I bought a new starter and it won't engage either. With the starter off the tractor, I get 12 volts at the starter wire when I turn the key to start. If I connect the starter, I get 0 volts at the starter when the key is at the start position. Sometimes I hear the solenoid click, but most of the time it does not. The battery is 3 yrs old, but shows a full charge (I have charged it in this process also). I also tried jumping it from my truck and get the same problem. The safety switches for the PTO and hydrostaic lever are bypassed (which has always worked before this) and the bypass wire shows continuity from the ignition switch to the solenoid. Could the circuit breaker be bad? It shows 0 ohms (shorted) which should be correct, right? Could the ammeter be bad? It also has continuity through it. I am running out of ideas. Any help would be GREATLY APPRECIATED! Thanks to Ray for sending me the wiring diagram before I received my manual.
