I work for one of the big three auto mfgr. in the lift truck repair shop of one of their assembly plants. One of my jobs is servicing the batteries in our electric fork lifts. The recommended procedure is, the electolyte should cover the plates prior to charging and topped off to the bottom of the fill hole after charging. The reason is, the electolyte expands as it heats from charging and if the battery is full cold it will bubble out. What evaporates from normal use is just water but what bubbles out is acid. Then when it is replaced with water the acid is diluted, not good for the battery.
