Aloha,
If the needle has a neoprene tip, it may have something stuck on it creating a leak or the seat could be bad. Most likely it will be the float not adjusted properly or faulty. The float may be saturated if it is the type made out of that plastic material or if it is a brass float, it may be leaking. Hope this helps.
