One reason for the lift not to go all the way up is because of worn linkage. Notice the small linkage between the housing and lift control arm. The roller on the linkage will wear a flat spot on it. As for the hiccups, there is a small lever just under the seat on the right side. Turn this lever counter clockwise till it is against the stop. Looseing the center bolt just enough to bypass the stop and turn lever one more turn and see if it will help the hiccups.
