You said that the overflow pipe was broken, but you didn't mention if it was still in tact inside the top tank. If it is broken off there also, everytime that the water circulates across the top of the core, it will cause it to lose more water. I'd advise spending an afternoon replacing the overflow line, and see if that doesn't cure your problem.
