Propane pumps pump the liquid. I have seen hand pumps that are used to fill forklifts That would work to fill a tractor. I do not know how expensive they are but I am sure they would be a reasonable compared to setting up a pumping station. Another way to move propane is a gas driven transfer pump they are power by a small gasoline engine and require three hoses. The pump has a suction side that attaches to the vapor valve on the tank being filled and a pressure hose that attaches to the vapor valve on the tank being emptied. The third hose goes on the liquid withdrawal on the tank being emptied and goes to the liquid fill valve on the tank being filled. Some tanks have the liquid withdrawal connected to the liquid fill and other have a separate liquid withdrawal while some tanks do not have a liquid withdrawal on the top but rather have a fitting on the bottom of the tank that allows liquid to be drawn from the bottom. The best thing in my opinion is to call a propane supplier and let him fix you up.
