To be safe you either need no fuel or no oxygen.
You could get it steamed out properly, fill tank with inert gas or, like me, fill it FULL of water and cut a large hole (with the water still keeping it overflowing gently). Being as I would have taken precautions against explosion, I would also be using an air operated tool (and so not be connected to mains electricity!!). Slow but safe.
Alternative might be to get someone else to cut the top off!!
