Bear with me for a moment, because it isn't for the reasons you outlined.

Texas has many dirt roads with what they call suger sand. It makes beach sand look like hard pack. You can sink into it over a foot just sitting there. It's not the whole road, it'll just be in patches, like ice in the winter. And like black ice, you can't see it. If you aren't flying along, you'll sink and probably get stuck when you hit it. If you're flying, you'll keep up speed, but have absolutely no directional control.
