clogged fuel tank outlet on A-C 170

I have a 170 w A-C loader we bought new in 1966. It has never been rained on and has 3100 hours. I had the carb rebuilt last fall but now it won't run faster than idle. I bypassed the fuel line with a gravity lawn mower tank and it runs fine. I cleaned the mesh in the glass sediment bowl but now it won't let enough fuel through to even fill the bowl again. Obviously, the outlet is plugged with dirt or varnish. Question: what do I have to do? Do I need to remove the whole hood and remove the tank, etc. to fix it or is there an easier way?? Thanks much.
