from your post,apparantly the primary air stays at 90 to 120 lbs.then I would suspect the valve that equalizes the air between the primary and secondary systems.if I remember right,the primary system will fill until pressure reaches 60 psi,then air will start filling the secondary system.I dont know what the valve is called or where it is located on a freightliner,but most are on the firewall under the hood.
