I remember when I was growing up on the farm when it was too windy we would just slow it down by shutting it down about half way. Maybe on a free flowing pump it would work a differnt way if it had a governor in it. This I don't know. The underground water line on our pump was too restricted by rust so we had to slow it down sometimes, otherwise it would lift the pump and well cover off the well. We also had a couple big rocks on the well cover. By shutting it down about half it would turn the wheel about half way out off the wind.
