I'm no expert, but wouldn't the load cause the wheel to turn away from the wind? alsom many had a brake, and/or the wind vane (tail) could be set to turn the wheel away from the wind when not in use. I saw a design once, where there were two vanes, the smaller one at 90 degrees to the main. theory was that in heavy wind, the side vane would tend to turn the wheel out of the wind in high wind conditions. Suspect there were several different schemes for control, depending upon manufacturer, particular unit, and winds it would be facing! Anyone got a better answer? - I'm no expert....
