Scott, you said the carb was full of rust, it could be that rust is also around the valves, and there is not enough compression to start. I would pull the valve cover and check to see that the valves are working freely, and check the clearence. A few small flakes of rust would keep a valve from seating, I would put it in high gear, hook somthing to it and pull it with throttle full open for a short way, then see if it will start. luck.
