Resurrecting an old AC tractor

My son and I are trying to resurrect a long dead '41 Allis Chalmers with a B125 4 banger engine. After putting new rings in her and lapping the valves we're only getting about 60 lbs of compression with hand cranking. Is this enough to start her? The magneto is sparking well and we're using starting fluid to see if we can get her to kick over at all. So far, no luck.
