I agree with Dan. If it's a gas engine that has the surging problem, you should eliminate the possibility of carburetor problems before monkeying around with the governor. The governor is pretty simple, and it's not likely to fail or get out of adjustment if you leave it alone. Make sure the engine will idle properly and responds to idle mixture adjustments before you do anything else. What I've seen cause this is a plugged idle circuit.
