The plug you mention is correct. There are 2 places you can possibly put the oil back in. On the top of the governor is a cap that can be unscrewed to add oil. If your tractor has the Power Lift that cap might be inaccessible. In that case you remove the vent cap, and element, on the front of the valve cover, then pour the oil in there. The test cock is on the side of the main case, near the bottom. On my 39, it's on the left side, but I think on the later models it was moved to the right side.
