Off-the-wall question

On old tractors with belt pulleys, would the belt pulley shaft turn faster, slower or the same speed as the PTO at a given engine RPM? Seems like I read somewhere (probably here)that "standard" belt speed was something like 2800 FPM. Is that right, or close?
