I found that the way which works best for me to see if the pump is the culprit is to pull off the line which returns the oil to the reservoir, start the system, and apply a load. I apply the load by trying to extend an already completely extended cylinder or some such equivalent. If the oil coming out of the disconnected return line keeps coming, the pump is working. If the oil flow stops, the pump is either not getting oil, or the oil is leaking back internally in the pump. I have run across a similar problem to the one stated, and the problem was a pump suction line which had collapsed on the inside.
