Pumps only move fluid. You need to check the flow. Load on the fluid determines the pressure wheteher it is the reliel valve setting or load, which ever is greater. If pump is leaking by inside you will only have the pressure it takes to bypass the fluid. Checking the flow under pressure will determine if the pump is at fault. check to see if the pump is cavitating (Not geting enought fluid and pumping air. this can ruin a ppump in a few seconds.
