I agree with David and thats why I recomend considering a newer small Ferguson. For brushhogging it can get a little hairy for someone who doesn't know exactly what they are doing. For instance on the old Ns and Fergy 20s and 30s without a pto override the momentum of the brushhog blade can push you forward even with the clutch depressed. So yes a live independant pto is the way to go. Your concern is well placed these machines are dangerous especially to someone inexperienced. Consider also ROPS (Roll Over Protection System) which can be as simple as a bar that goes behind the driver's seat.
