TO 35 Clicks but won't start.

I am the new owner of a '55 TO 35, 4 Cyl. Gas. Unitl today the tractor has been starting fine but today it started something new. Frequently, when I turn the ignition key, the voltage gage shows 13 volts and there is an audible "click" but the engine will not start. Other times the voltage gage doesn't move. Even with a voltage indication the engine won't even try to turn over. The problem occured several times today; however, the tractor started several other times. Once or twice the tractor started right up after failing to start several times. I didn't do anything other than ensure turn the key again. Any ideas? Thank you in advance. Jim
