Buy a jug of CLR (in the cleaner aisle at the grocery store, used for cleaning coffee makers, removing rust stains) Mix some 50/50 with hot water. Drop the plugs in for about an hour, then just pick off the remaining bits. Don't let them go overnight as the outer enamel of the insulator will start to degrade, but a couple of hour long soaks will clean off even the worst build up.
