I've seen dumbwaiters used for lifting items up from a lower level (such as groceries from garage up to kitchen), but that adds to cost - do not make this manuel, make it powered. Also, CRITICAL, vent the garage well - you have to worry about a lot of fumes from cars, stored chemicals, etc. Also, be extremely well-informed about ways to control water if any portion of the downstairs garage is below grade - doesn't have to be complicated or expensive, but once the lower level floor/walls are poured, EXTREMELY expensive to go back later and fix.
