Is this a business of yours? One where you're going to be launching the boats for customers, or at least driving their trailers down to the water? If so, a well rotted (cheap) but mechanically solid and robust 4x4 will do well. Put a front hitch on it for mobility and quick hookup. Mounting the hitch on the hydraulics of a snow plow mechanism allows for quick and handy height adjustment to deal with the different tongue heights that come in. Similarly, mount balls on one of those rotating square hitch units to be able to quickly match size. Getting down to the water isn't usually a problem, coming back up is. A well braced permenently mounted winch up the beach can be very handy then. Lastly, if this is your beach and ramp, consider paving it.
