Using Washer Fluid for Tire Ballast - can you do it ???

I was at Walmart today and saw -40 degree windshield washer fluid for about $1.75 (Cdn) for 4 litres (a bit over one US gallon). Considering all the problems that people have with the calcium chloride solution rusting out steel wheel rims, could the windshield washer fluid be used instead? I'm not considering doing it, just wondering if it is ever done. A manual I've got here says that a 13-26 rear tire would hold about 40 gallons of fluid so that wouldn't be overly pricey would it?`
