trailer axles, oil or grease

Got a trailer with two 10,000 lb. axles. it has oil in the hubs, but have some trouble with seals leaking. Is it better to just pack the bearings with grease and not use oil, or is the oil better. Any one tried this, any info is appreciated, thanks ken.
