Depends on the kid and the tractor. I know 40 year olds I wouldn't put on a tractor before some 10 year olds I've been around. If the kid can reach all the controls and safely operate the machine - no problem, but I think kids under 16 or 18 should be required to have a valid farm safety course card before being allowed to pull, as they're necessary before operating farm equipment except for relatives. There's been kids younger than 10 that have ran tractors and not had a problem at all because they were properly taught - I was one of them.
