Randolph makes sealant or "sloshing compound" for aircraft fuel tanks, available in two types, one for standard fuels and another for those fuels with alcohol as an additive(automotive gas). Should be available at any good airport FBO (fixed base operator)with a parts counter. We clean the tanks with a steam cleaner. Even a steel tank will shine inside if done right. Follow instructions with sloshing compound. Works great, I've done motorcycle, motorhome, auto, truck, etc. Works on old metal gas cans, too. 1 quart will usually do several 20-25 gallon tanks, as only a thin film is needed, and after sloshing it around to coat all surfaces, dump remainder back into can. Doesn't last forever, but should give 5 years of service or more. Good Luck!
