With a fifty per cent chance of being correct I'd say yes. But.... What are the symptoms of undercharge? What is the disconnected voltage? What are the specific gravity readings? Are all the cells blanced? What is the generator output? Does it increase when engine speed is increased. Does the ammeter show a high current draw all the time. With all that said, IF two batteries seem to not be charging suspect the charging circuit.
