Dave,you need to get someone with diagnostic equipment to check your truck.My 96 3500 with 350,5sp,4;10 rear has 85,000 miles,mostly pulling a 24ft gooseneck.It consistently gets 14/15 mpg empty and 10/12 loaded.With 12-13000 lbs on trailer it cruises 70mph in 5th @2600rpm.Rarely have to down shift unless grade is pretty steep.Considering the service I've gotten with my truck,I'll never pay $5,000 extra for a diesel.Your truck should be rated at 250hp,same as mine.Get it checked out before you start changing parts.
