It could be a bad battery. Some get dead cells and will not fully charge. I recommend removing the battery and charging it with a charger to see if it will fully charge. If it will charge ok out of the tractor then the problem should be in your generator/alternator of voltage regulator. With the tractor running at fast idle or above voltage accross the abttery should read close to 7 volts for a 6 volt system and a bit over 14 volts for a 12 volt system. Could your generator/alternator belt be slipping ?
