It is normal for exhaust manifolds to have pitting. Sometimes they are so badly rusted that there are holes in the manifold. As manifolds are cast iron they can be repaired with a nickel welding rod after sandblasting and then ground but have never seen anyone do that much work on a tractor manifold. Best to oil it when you are not using your tractor to stop it from rusting too much.
