I'm not familiar with the tractor, but if you have the replacement seal you can tell if you will have to remove the plate. It may be easier to remove the plate, or you may be able to put a sheet metal screw into the old seal and pull the seal with something like a claw hammer. It might be easier to put the new seal in with the plate removed, but you could find a piece of pipe that will slip over the PTO to drive the seal in straight.

I had an IH 464 in the 1970's that used hytran fluid, but you should check that with a manual.
