NAA Carburation

My Jubilee would only run with me pulling on the choke. So, I bought a kit and overhauled the thing. When I took it a part I noticed that the power valve, on the bottom of the caburator was 8 or 9 turns out. I put the new kit in it and turned the power valve out one turn per instructions. The tractor runs fine now. Question, if the power valve were turned out to far would that make the tractor fuel mixture so lean, that I would have to have the choke on for it to run?
