Steven M. is absolutely correct. However, you are also "technically" correct. I've had this experience several times over the years and weak anti-freeze will freeze up when you are driving while being OK when the vehicle is not moving or being driven slowly. Technically wind does not affect the actual temperature. BUT I believe that when the vehicle is moving the heat is probably being removed more quickly than when standing; so there may be a number of factors as to why weak antifreeze may freeze when the vehicle is moving. Hot water pipes also freeze quicker than cold water pipes. Also, good post Alberta Mike.
