The faster the air is moving, the more heat it removes in a given time frame. Air moving through a radiator grill also experinces what is known as the "venturi" effect. Squeezing the air through a small space causes it to speed up even more since the pressure is trying to equalize on each end. It also causes a low pressure area. An airplane's wing creates lift using this phenomenon. Another way to see how air can freeze something, even above ambient temperatures, take a scuba tank or other pressurized breathing apperatus and open the emergency release valve and watch what happens. Ice forms on the valve. I saw this many times as a volunteer firefighter when we emptied our air tanks...even in Florida in 100 degree heat. In the case of the radiator, the coolant is not continuously flowing through the system. The thermostat opens and closes as the temperature of the water in the block reaches the design temperature of the thermostat. So, for a period of time the water in the radiator remains there so it can be cooled. Under the right temperature conditions, driving the vehicle can cause it to freeze.
