Tire sizes went through a metamorphosis many years ago. (1960s).$18 word meaning they switched from rim width to cross-sectional width in reference to the first size that is listed. The second number does refer to the rim diameter. The first number refers to the Rim width if it is an even number on older tires, like 10inch, 11 inch, 12 inch, etc. 11 inch became 12.6?, 13 became 14.9, 14 became 15.5, 16 became 18.4, etc. referring to the maximum cross-sectional width of the tire. Also, you can safely change tire size by about one inch on the width of the rim, although they might bulge or pinch a bit- better to stay with the right size for the rim you have.
